What is Site Council?
Site Council is a group of administrators, teachers, and parents that identify ways to support the school community. By providing leadership, direction and support, we define school priorities and implement ways to improve them. At its core, Site Council is about tailoring the Buckman experience to the specific needs of our students and our community in an equitable way.
School Site Councils were mandated in 1991 by the Oregon Legislature with the passage of the “Oregon Educational Act for the 21st Century.” ORS 329.704 states:- “There shall be established at each school a 21st Century Schools Council.” [These are commonly called Site Councils.] “The duties...shall include but not be limited to:
What does the Buckman Site Council do?
Excerpted from Buckman Site Council Bylaws, reviewed and approved March 2026:
Purpose: The Buckman Elementary Site Council shall provide recommendations and propose guidance to improve student learning at the school site.
Utilizing school wide data and PPS policy as guidance, the advising duties of the Site Council may include:
- Recommend or propose plans to improve the professional growth of school staff.
- Recommend or propose plans for improvement of the school’s instructional program
- Recommend or propose implementation of new programs and initiatives.
- Recommend or propose plans to improve school safety
- Ensure inclusive family participation by actively seeking and valuing input of those from historically underrepresented communities.
The Site Council is not:
- A policy-making body
- A political organization
- A personnel committee
- A grievance committee
- A school management committee
- A fund-raising committee
- An extension of the PTA or Parent Club
- A social group
- A budget committee
Ultimately, the purpose of the Site Council should support the School Mission Statement: The mission of Buckman Arts Focus Elementary School is to support students as they develop and contribute their creativity and academic knowledge through collaboration, critical thinking, and arts integration. We commit to curricular and systemic change to uplift anti-racist teaching in all subjects and with all grades. We strive to enable every student at Buckman to carry with them a strong social awareness, a sense of identity, and a commitment to civic engagement.
